完善党内重大决策程序的逻辑、障碍及路径研究

摘　　要：《关于新形势下党内政治生活的若干准则》在坚持民主集中制原则和发扬党内民主和保障党员权利方面明确规定了党委依法决策新要求。从分析完善党内重大决策程序的逻辑依据入手,进而梳理影响党内重大决策程序功能发挥的主要障碍性因素,并探讨如何通过制度机制创新来完善党内重大决策程序。以十八届六中全会精神引领,加强和完善党内重大决策程序对于保障全面建成小康社会、全面深化改革、全面推进法治国家建设、全面从严治党目标顺利实现有着重要的现实意义。New regulations were presented clearly for the Party Committee in making decision in accordance with law in the aspect of the principle of democratic centralism, developing inner party democracy and the rights protecting of Party members in A number of guidelines on the political activities of the Party under the new situation. This paper starts from the analysis of the logical basis for the improvement of the major decision-making process within the party, and then sorts out the major obstacles in the party＇s major decision-making process and explores how to improve the Party＇s major decision-making process through institutional mechanisms innovation. It has an important practical significant to realize the goal led by the spirit of the Sixth Plenary Session of the 18th CPC Central Committee, such as strengthening and improving the party＇s major decision-maklng procedures for the protection of the building of a moderately prosperous society, deepening the reforms in an all-round way, comprehensively promoting the construction of the rule of law, comprehensive strengthening the Party discipline.
