我国公立高校内部经费配置中校院关系模式变革的案例研究

摘　　要：公立高校内部经费配置的集权模式有利于集中资源支撑学校整体发展战略,但学校高层很难深入理解各基层学术组织的需求从而整合多元且存在冲突的价值观,以行政手段推进的重点建设也易倾向于有较高地位和掌握较多资源的组织、群体和个人,形成资源和权力的双向循环;分权模式使得经费配置责权贴近教学科研第一线,激发基层活力,促进院系的自主化、多样性发展,但容易导致"各自为政"和"学院至上"的分散主义。集权和分权各有利弊,高校内部经费配置呼唤两者结合的混合模式,既需要建立强而精的行政系统并提高其战略管理能力,也需要形成强有力的"中间层"治理结构,强化学院责任中心,并建立保障基层教师广泛参与的体制机制。The centralized model of public universities＇ internal funds allocation is in favor of concentrating resources to support universities＇ overall development strategies, but it＇s difficult for the central administrative system to deeply understand the demands of grassroots and to integrate diverse and conflicting values, key constructions which tend to organizations, groups and individuals who have a higher status and grasp more resources by using administrative means cause bidirectional circulation of power and resources. Decentralized model make the responsibilities and power of funds allocation close to the first line of teaching and research, and it can arouse the vitality of grassroots, promote independent and diversified development of grassroots, but can also easily lead to ＂fragment＂ and ＂college first＂. Centralization and decentralization have their own virtues and faults, universities＇ internal funds allocation calls for mixed model, which not only needs to establish a strong and dynamic administrative system and improve its capabilities of strategic management, but also needs to form a strong intermediary governance structure, to strengthen colleges＇ position of responsibility center, and to establish system mechanism to ensure broader participation of grassroots teachers.
