摘　　要：通过分析现行集装箱港口管理体制,分别构建公有和非公有资本码头的效用函数,求解同一地区码头资本结构中公有资本比例、地方政府对非公有资本重视程度与码头包干费、需求量及社会福利之间的关系式,并基于上海港集装箱码头进行数值算例分析。结果表明,公有资本比例是影响码头包干费、需求量和社会福利的主要因素,得出社会福利最大化时的最优资本比例,为地方政府港口管理部门进行集装箱码头资本结构优化提供了决策依据。To construct the utility functions of both kinds of investment by public or non-public capital by analyzing the current management of terminal port,and solving the relation between the ratio of public capital,the importance of local government to non-public capital and the terminal service charge,demand and social welfare. Numerical example based on container terminals in Shanghai port is analyzed as well. The result shows that the proportion of public capital is the main factor affects the terminal service charge,the demand and the social welfare,and the optimal capital ratio when the social welfare is maximized is also determined. The model provides the decision basis for the port management department of local government in optimizing the capital structure of container terminal.
