摘 要:本文基于各省高技术产业数据,通过SUPER-SBM三阶段DEA模型分析研发和转化两个阶段专利政策绩效的差异,并通过Tobit模型研究专利创造、运用、保护和服务四类环境因素对区域专利政策绩效的影响。得出以下结论:第一,东南沿海地区专利政策绩效较高;第二,专利政策绩效呈现由东向西递减态势;第三,多数地区存在重研发、轻转化的现象。专利创造、运用和服务环境的优化能提高地区专利政策绩效。This paper focuses on analyzing the differences of patent policy performance on the two key stages as research and develop- ment ( "R&D" ) and transformation via SUPER-SBM three stage DEA model. And it analyzes the effect of four environmental factors as patent creation, patent application, patent protection and patent service to regional patent policy performance via Tobit model. Based on the research of patent policy performance, it gets conclusions as follows : Firstly, the patent policy performance of southeast coastal ar- eas is better than other regions; Secondly, the patent policy performance shows a decreasing trend from east to west; Thirdly, it exists in most areas the phenomenon "to attach importance to research and development, while to despise transfoi'mation" . Patent creative environment, patent application environment and optimization of patent service environment can all significantly improve the perform- ance of regional patent policy.
