军民融合发展政策制度体系建设:现状、问题及对策

摘　　要：推动形成全要素、多领域、高效益的军民融合深度发展格局,离不开系统完备、衔接配套、有效激励的军民融合发展政策制度体系。运用法治思维和法治方式,加快构建军民融合发展政策制度体系,加强军民融合发展法治保障,是"十三五"时期的一项重要工作。本文在对军民融合发展政策制度体系建设现状及问题进行系统梳理的基础上,提出了完善体系的有关对策建议。Without the development of civil-military integration （CMI） policy system which is complete, mutual supporting and effec- tively incentive, it＇s difficult to bring into place an all-element, multi-domain and cost-efficient pattern of CMI. By the thought of legal and rule of law, speeding up the policy system construction on CMI to strengthen the legal guarantee of CMI, is an important task in the period of the 13th Five-Year. Based on the systematic arrangement of quo status and problems of CMI policy system construction, this paper put forward countermeasures and suggestions to improve the system.
