农产品批发市场公益性职能缺失的经济分析

摘　　要：农产品批发市场作为农产品流通体系的主要环节和中心枢纽,其食品安全监管、保障供应等职能体现了其公益性。从农产品批发市场角度经济分析公益性职能发挥条件、农产品批发市场向公益性市场转变的条件,认为农产品批发市场不履行公益性职能的收益和不被发现的概率越大,逐利行为越明显;风险积累系数越小,越会持续地逃避公益性职责。通过建立模型着重分析了批发市场转向公益性批发市场时,折现率、收益、成本以及惩罚大小对转型的影响。The agricultural product wholesale market as the main link of the agricultural product circulation system and the central hub,its food safety supervision,safeguard supply and so on the function manifested its public welfare. This paper from the angle of economy for wholesale markets of agricultural products of public welfare function play conditions,promote agricultural products wholesale market to the welfare of changes in the market conditions,that agricultural products wholesale market does not fulfill the function of public welfare gains and not to be found in the greater probability,profit behavior is more obvious; risk accumulation coefficient smaller,more will continue to escape public duties. Through the establishment of the model,the paper analyses the influence of the discount rate,the income,the cost and the size of the penalty on the transition of the wholesale market to the public welfare wholesale market.
