摘 要:为了积极响应国家"一带一路"战略规划,中国企业正在掀起一阵海外投资的新浪潮。随着这一战略的深入实施,中国企业海外投资的规模日益扩大。然而,中国企业在拥抱"一带一路"战略带来的巨大机遇的同时,海外投资并非进行得一帆风顺。由于政府中层设计和实操措施尚待完善、中介机构暂未能及时跟进做好服务、海外投资企业不少缺乏风险防范意识等各种原因,使得中国企业海外投资面临诸多潜在的外部风险和内部风险。针对这些风险,政府应当充分发挥引导、扶持、协调和保障作用,在"一带一路"的战略背景下,采取多种有效措施,积极作为、有所作为,全力以赴帮助企业管控海外投资风险。A new wave of overseas investment is to occur to Chinese enterprises as an active response to Chi- nese government's One Belt and One Road Initiative. With its further carrying- out, Chinese enterprises have in- creasingly enlarged its scale of overseas investment. While embracing the grand opportunities offered by this initia- tive, Chinese enterprises have encountered some setbacks and problems, including both internal and external risks. Confronted with these risks, such as the unsound middle -level design and implementation measures, the poor service provided by intermediaries and lack of risk prevention awareness, this paper strongly suggests the gov- ernment should spare no efforts in taking various effective measures to guide, support, coordinate and safeguard enterprises to manage and control overseas investment risks in the context of One Belt and One Road Initiative.
