地缘政治视域下美俄新北极战略的对比研究

摘　　要：当前,北极"寒地"正因全球气候变暖和大国博弈逐渐成为"热土"。本文梳理总结了近年来美国和俄罗斯围绕北极地区实施的新战略,对其进行了对比研究。本文认为,权力结构冲突和安全博弈是推动美俄两国建构和实施北极战略的主要动因。从战略目标来看,两国都是为了争取和扩大本国在北极地区的权益和安全系数,但两国战略的提出和发展有着不同的国际和国内背景,战略的建构有着不同的可利用资源,战略的实施又有着不同的方法路径,这决定了两国北极战略的发展会有不同的困境和前景。美俄两国新北极战略的发展实施和相互作用,又决定了未来北极地区地缘政治的走向。Presently, the Arctic cold region is becoming a' hotspot' because of global warming and game-playing of the major powers. This paper has made a contrastive study of the Arctic strategies of the US and Russia on the basis of sorting out and summing up the new strategies carried out by the two countries in recent years toward the Arctic region, and believed that power structure conflict and security game-playing are the major driving forces that promoted the US and Russia to construct and implement their Arctic strategies. From the perspective ofstrategic goal, the two countries are all seeking to expand their rights and interests as well as factor of security in the Arctic region, though the proposition and development of their respective strategies confronted different internal and external background. The construction of their strategies had different available resources, and the implementation of their respective strategies followed different paths, which have determined that the development of their Arctic strategies will encounter different difficulties and prospects. The development and interaction of their Arctic strategies will determine the direction that the geopolitical trend in the Arctic region will be heading.
