摘　　要：针对供水企业IC卡水表的日常管理,详细分析了水表运营管理需求和用户的功能性需求,提出了IC卡水表运营管理系统的框架和总体业务框架,并按照层次结构做了详尽的分析和设计。Aiming at the routine management of IC card meters of water supply enterprise, operation, management and functional demand of users were analyzed. The frames of operation management system of IC card meters and general business were proposed, detail analysis and design were completed according to hierarchical structure.
