日本林业劳动力现状与问题及对中国的启示

摘　　要：通过历史分析法,详细分析了日本林业劳动力的现状和问题以及问题存在的原因。日本林业劳动力存在的问题主要是林业劳动力的减少以及难以保障。导致日本林业劳动力减少的原因是:林业本身的劳动力数量在减少、林业劳动条件的恶劣、山村人口的减少。基于上述研究,分析了日本针对上述问题采取的措施和取得的成效,并进一步提出今后需继续改善林业就业环境的相关建议以及对中国解决相关问题的现实借鉴意义。In this paper,a detailed analysis is made on the current situation and existing problems in Japanese forestry labor and its causes based on a historical analysis method. The main current problem in Japan is the decrease in forestry labor and its assurance. The reasons which lead to the decrease in forestry labor in Japan include the decrease in the labor quantity of forestry,severe working conditions and the decrease in the population in the mountainous areas. Based on the above research,a detailed analysis is made on the measures taken on the above-mentioned problems and its effects. Meanwhile,it is proposed that it is necessary to continue to improve the working conditions in order to guarantee the supply of forestry labor. Such measures and proposals will provide very significant lessons to China in solving similar problems.
