精准扶贫:理论内涵、实践困境与对策研究——基于山东菏泽两个村庄的调查

摘　　要：十八大以来,党中央高度重视贫困地区的脱贫致富工作,提出了"精准扶贫"的新思维,然而精准扶贫的实施情况却差强人意。为了实现经济新常态下的精准扶贫可持续性发展,首先对精准扶贫的提出背景以及国内外相关理论与实践进行了简单描述,并在此基础上总结出精准扶贫的理论内涵;其次基于山东菏泽两个村庄的调查,从精准识别、精准帮扶以及精准管理三个方面提出精准扶贫具体实践中面临的困境;最后针对精准扶贫的困境与不足提出相应的对策和建议。The Party Central Committee had paid close attention to anti-poverty work of poverty stricken areas since the eighteenth congress, and put forward new thoughts of ＂precise poverty alleviation＂ . However, its implementation is not satisfactory. In order to achieve sustainable development of precise poverty alleviation under the new normal, firstly, this paper simple describes the background of precise poverty alleviation, relevant theory and practice from home and abroad. It summed up the connotation of precise poverty alleviation on this basis; Secondly, we put forward practical dilemmas from accurate identification, accurate support and accurate management three aspects based on the survey in two villages of Heze, Shandong province; Finally, we propose the corresponding countermeasures and suggestions countering practical dilemmas.
