构筑湾区经济引领的对外开放新格局——基于粤港澳大湾区开放度的实证分析

摘　　要：实行湾区经济开放引领对于进一步推动我国改革开放将发挥积极作用。本文分析了世界三大湾区经济开放引领的成功经验,以上海杭州湾区和粤港澳大湾区为例比较梳理了我国湾区经济开放引领的基本条件和劣势,通过构建开放度测算模型对粤港澳大湾区的开放度进行了分析。结果表明:湾区开放层级相对较高,是较大区域范围内经济发展的引领者,我国实施湾区经济开放引领战略意义重大。最后提出了以湾区经济引领构筑我国对外开放新格局的政策建议。Enforcing the new pattern of opening up which is led by bay area economy will play a positive role in promotng China＇s reform and opening up .This paper analyses the successful experience of Bay EconomyArea in the world, with the samples of Hangzhou- Shanghai Bay Area and Guangdong, HK＆ Mac Bay Area, frames the basic conditions and disadvantages which develop the new pattern of opening up which is led by Bay Area Economy. Through constructing the measurement model of opening degree,this paper analyses the opening pattern of Guangdong, HK＆ Mac Bay Area. The results show that the bay areas,which are the leaders of development in a larger scope around ,have a relatively high level of opening, Enforcing the strategy of opening which isled by bay area economy is significant.Fi- nally, some policy recommendations about opening up which is led by bay area economy are put forwad.
