摘　　要：为有效推进城市地下空间信息化管理,在国内外城市地下空间信息化现状调研的基础上,分析了我国目前城市地下空间信息化管理模式的形成原因与缺点,提出"先规划-再建设"的城市地下空间信息化模式,即根据地下空间开发利用的实际情况,规划和制订地下空间信息化目标;由政府统一协调确定城市地下空间信息化的管理主体、实施和维护部门、参建单位;建立数据管理与共享机制、系统建成后的运行机制;在此基础上分期建设,在应用中不断完善。从管理体系构建、信息化平台建设、基础资料信息化、工程应用四个方面系统地阐述了城市地下空间信息化管理的内容,其中考虑了不同城市地下空间信息化现状和特点。最后,对开展城市地下空间信息化工作提出一些建议。旨在为推进城市地下空间信息化管理提供借鉴和参考。To promote the effective informatization management of urban underground space,the state-of-the-art technologies in urban underground space informatization all over the world are investigated. Then,the disadvantages of current urban underground space informatization pattern in China and the reasons behind are analyzed,and a new urban underground space informatization pattern is proposed,which is called＂plan before-build later＂pattern. In the new pattern,we should：（ 1） develop a goal of urban underground space informatization based on the current status of underground space utilization,（ 2） designate the administration,collaboration,implementation and maintenance departments of urban underground space informatization under unified coordination of the city government,（ 3）establish a data management,sharing,and operation mechanism,and（ 4） build an urban underground space information system step by step,and improve the system continuously. Taking the characteristics of underground space utilization of different cities into account,urban underground space informatization pattern from four aspects are presented： the establishment of a management framework,the construction of an information platform,the digitization of underground space data,and the application of the system. Finally,some suggestions for urban underground space informatization work are put forward. The method is intended for providing a reference for the management of urban underground space information.
