摘　　要：现代法治国家依法行使权力的重要问题之一就是对警察权的限制和规范。盘查权作为警察权的重要内容之一,毫无疑问盘查权对于维护社会治安秩序和打击犯罪效果显著。但是在实践中盘查权的不规范行使使其可能沦为公安机关侵犯公民人身权利和尊严的工具,因此进一步明晰我国警察盘查权的启动条件十分必要。One of the important propositions of the modem rule of law is to restrict and regulate the police power. As one of the important contents of the police power, how to regulate the power of police investigation is also widely discussed in the academic circles, Order of law and order to combat crime is remarkable, but in practice it may become a tool for public security organs to violate citizens＇ rights and dignity. Therefore, it is necessary to further clarify the starting conditions for the police check-up.
