摘　　要：农村文化发展滞后已成为全面建成小康社会的突出短板。具体表现为:农村文化建设资金投入不足,基础设施不足;农村文化活动开展不足,文化产品供给不足,文化市场发育不足;农村文化人才缺乏。导致农村文化发展滞后的原因是多方面的:农村经济落后是物质根源,城乡二元体制是体制根源,"输入偏好型"农村文化扶贫造成农村文化建设供血不足,农村文化建设体制机制尚不完善等。补齐农村文化发展短板,必须大力发展农村集体经济,高度重视农村文化建设,实施城乡文化一体化发展战略,构建农村文化建设多元投入机制,加强农村文化设施和人才队伍建设,增加适合农村需要的公共文化产品供给,健全农村文化建设的领导管理机制及干部考核机制。Hysteretic rural cultural development has been a deadly weakness to build China into a moderately prosperous society in an all-round way,which is embodied in the lack of investment on rural culture,infrastructure,cultural activity,cultural products supply,cultural market development and rural cultural talents.There are multiple causes resulting in the hysteretic rural cultural development such as backward economy as the material source,urban-rural dual system as the system origin,rural cultural poverty alleviation in the input preference type resulting in the lacking of rural cultural energy and imperfect system and mechanism on rural culture construction.In order to complement the weakness of rural cultural development,rural collective economy should be improved,rural culture construction should be paid attention,development strategy of urban-rural dual system should be implemented,multiple input mechanism of rural culture construction should be established,constructions of cultural facilities and team should be strengthened,cultural products supply should be increased and mechanism of leadership,management and assessment on rural culture construction should be improved.
