摘　　要：在"大众创业,万众创新"的背景下,通过科技查新可以帮助科研人员纵览国内外科技发展态势,了解相关领域技术发展进程,开拓创新思路,规避侵权风险,为科研主管部门的科研成果鉴定、评估、验收等提供客观文献数据依据,科技查新已经成为整个创新体系的组成部分。文章阐述了在创新背景下科技查新的作用、意义及存在的问题,并对问题提出了建议。Under the background of Mass Entrepreneurship and Innovation, sci-tech novelty service can help researchers understand the development trend of sci-tech at home and abroad as well as the development process in the relevant domain, innovate ideas and avoid the risk of infringement, and provide objective basis for technological achievements identification, evaluation and acceptance for competent authorities, which has become an integral part of in novation system. This paper elaborated the functions and significance and problems of sci-tech novelty service under the background of technological innovation, and then put forward suggestions.
