摘 要:为了探析O to O(Online to Offline,线上到线下)多方协商模式对准公共产品协商治理效果的影响机理,进一步缓解城市公共交通困境。论文选取2012—2015年延安市政府门户网"市长信箱"和"市民热线"中的85个案例,实施实地调查、质性分析与数据关联分析,探索了协商平台、协商部门、协商回应效率和公众满意度变量之间的关系。结果表明:协商平台和协商部门共同影响协商效果;协商部门愈多,易发生相互推诿,回应效率则愈低,从而导致公众满意度愈低;只采用电子政务平台实施协商,线下不与当事人进行沟通,当事人的满意度较低,也说明网络沟通一定程度实现不了人们面对面沟通的满足感;协商回应等待时间愈长与公众满意度不存在显著关联关系,但是协商回应等待时间愈短,公众满意度愈高;单一信息平台的回应效率低于O to O协商回应效率,这表明部分公职人员对信息化办公采纳程度较低;O to O协商平台的可信度高于单一信息平台。最后提出了构建适应信息流特征的扁平化管理体制、理顺部门权责、明确人员职责、构建利益激励与惩戒机制和制定并实施O to O协商制度的对策建议,进而推动城市准公共产品供给的健康发展。The objective of this paper is not only to analyze the mechanism of the effect of multi-consultation on O to O(Online to Offline) of quasi public goods, but also to ease the city public transportation difficulties. This paper apply the methods of field survey, qualitative analysis and data association analysis to study the relationship between the negotiation platform, the consultation department, the negotiation response efficiency and the public satisfaction based on 85 cases from 2015 to 2012 in'may or mailbox' and 'citizen hot-line' of Yan'an government website. The analysis reveals that Negotiation platform and consultation department jointly affect the effect of consultation. Because of more and more consultation departments, it prone to prevarication, response efficiency is lower, which leads to lower public satisfaction. The public satisfaction degree is lower in case that not with face-to-face but network. It also reveals that the communication method of face-to-face is more satisfaction that network to a certain extent. There is no significant correlation between waiting time and public satisfaction. The waiting time is shorter, then the public satisfaction is higher. The response efficiency of the single information platform is lower than that of the O to O. At last, it puts forward the countermeasures and suggestions to build flat management system as soon as possible,straighten out the department responsibilities, clear responsibilities, establish incentive and punishment mechanism, implement the O to O consultation system, and to promote the sound development of urban quasi-public goods supply.
