领导联系点的组织运作机制——基于运动式治理与科层制的协同视角

摘　　要：文章通过对领导联系点运作的参与式观察,发现当下领导联系点的实践并不是联系点领导与基层社会的直接对接,而是建立了一套复杂的组织运作网络。这一方面是由于领导及其代理人依靠传统的运动式治理方式在基层社会成效不佳,不得不转而依靠官僚体系的运作;另一方面,身处官僚体系末端的基层政府则由于其自身治理之源贫乏,欲借助运动式治理来完成其日常行政任务,以及解决基层治理的沉疴,遂主动承接联系点的基本运作,并在实践中启动了中心工作等非常规行政方式。由此,在同一治理目标中,便同时呈现出了运动式治理和常规的科层制行政双轨协同的运作机制。Through the participatory observation of the contact point operation, the paper found that the current leadership contact point operation didn't set up the direct connection between the leader and the grass-root society, but established a complex organization operation network instead. On the one hand, this is because the leaders and their agents cann't rely on the traditional campaign-style governance in the grass-roots social to get success. They have to rely on the bureaucracy. On the other hand, due to its own poor governance source, if the grass-roots government want to complete its daily administrative tasks, as well as the solution of the historical issues, they must use some unconventional administrative ways, such as center work, to cooperate with the contact point leadership. Thus, in the same governance objectives, both the campaign-style governance and bureaucratic administration set up a dual-track coordination mechanism together.
