摘 要:从需求角度分析我国市场供需矛盾问题形成的主要原因在于,消费者未意识到隐性需求,隐性需求未转化为显性需求,显性需求不足和供给与显性需求不一致,由此提出需求侧管理的主要内容包括隐性需求的发掘、隐性需求向显性需求的转化,显性需求的激发和促进供给与需求的一致性,并提出我国政府实施需求侧管理应从如下方面着手:制定和实施符合民众需求的产品质量标准和严格的监督管理制度,让"中国制造"满足民众需求;鼓励需求侧与供给侧的合作研发,让需求贴近供给;建立领先市场,推动隐性需求的加速启动;催化式采购和消费者教育相结合,引导消费者需求转变;研究实施商业化前采购,以需求引领创新。From the demand perspective the paper analyzes the major causes of the contradiction between supply and demand in China, which includes the unawareness of implicit demand of the consumer, the failure of the transformation from implicit demand to explicit one, the insufficiency of explicit demand and the mismatch between the explicit demand and the supply. Therefore the demand-side management to promote supply-side structural reform is composed of four aspects, i.e. the search of implicit demand, the transformation from implicit demand to explicit one, the stimulation of explicit demand and the consistency of supply and demand. On this basis the crucial measures for the government to implement demand--side management are as follows. Firstly, formulate the requirements- compliant product quality standards and implementing rigorous supervision and management systems to make Chinese-made products meet the demands of the Chinese consumer. Secondly, encourage the cooperative R&D of supply-side and demand-side to push the consumer to be closed to the supplier. Thirdly, establish lead markets to accelerate the launch of implicit demand. Fourthly, combine the catalytic procurement with the consumer education to drive the change of the demands and last but not least, study the practicality of implementing the pre-commercial procurement to make the demand lead innovation.
