省级农业科研机构科技投入产出相关性实证分析

摘　　要：为分析省级农业科研机构科技投入产出相关性,以福建省农业科学院(以下简称福建省农科院)下属的15个研究所为研究对象,统计各研究所"十二五"期间(2011—2015年)的科研人力、财力投入和科研成果产出量化分数,分析二者的相关性,并以投入和产出为变量,建立多元线性回归方程。结果表明,科技人才、经费投入和科技成果产出量化数存在十分显著的线性关系,且人才和经费投入弹性系数a+b>1,福建省农科院各研究所的发展正处于规模报酬递增状态,为进一步提高科研效益,促进科技创新提供参考。For the analysis of the correlation between the input and output of provincial agricultural research institutions subordinate to Fujian Academy of Agricultural Sciences （ hereinafter referred to as the Fujian Academy of Agricultural Sci- ences） , taking the 15 research institutions as research objects, the paper studies the quantitative score of the statistics of scientific manpower, financial resources and scientific research output, analyzes the correlation between two. Taking the in- put and output as variables, the paper establishes the multiple linear regression equation. The results show that there is a very significant linear relationship among the technical personnel, funds investment and scientific and technological achieve- ments quantizer outputs number; the elasticity coefficient between the talented person and the funds investment is a ＋ b 〉 1 ; the development of Fujian Provincial Academy of Agricultural Sciences is increasing progressively. The paper provides a reference for further improving the benefits of scientific research and promoting scientific and technological innovation.
