摘　　要：以中国经济进入新常态发展阶段为研究背景,在产业集聚愈演愈烈的趋势下,从科技服务业和产业集聚的理论探索入手,深入剖析科技服务业的产业集聚演变路径及其存在的问题,据此构建经济新常态下科技服务业的产业集聚结构模式,进而在此基础上,设计经济新常态下科技服务业的"三位一体"攻略方案,从政府、产业、企业三个层面提出科技服务业立体发展的系列措施,以更好地促进我国产业结构的高级化进程。In the background of the research that China＇ s economy has gone into a period called the new normal state and under the trend that industrial agglomeration has been more influential, this paper starts from the theoretical exploration of technological service industry and industrial agglomeration, carries on the deeply analysis on the evolution path of industrial agglomeration of technological service industry and its existing problems. According to this, this paper builds an industrial agglomeration structural mode of technological service industry under the economic new normal state. And then on this ba- sis, in order to better promote the advanced process of the industrial structure＇ s development of our country, this paper has designed a ＂trinity＂ strategic plan of technological service industry under the economic new normal state, which puts for- ward a series of measures for the stereoscopic development of technological service industry from three aspects ： government, industry and enterprise.
