摘　　要：俄罗斯在北极地缘政治博弈中形成了较为完整的北极安全战略。本文分析了威慑在北极地区的地缘适用性,进而以地缘政治为视角对俄罗斯制定北极安全战略的背景、动因进行了分析,并从军事和安全角度对其北极安全战略的实施路径进行了概括。本文认为,北极方向将成为俄罗斯未来国家安全的首要方向,确保北极安全是俄罗斯北极战略和国家安全的重心。俄罗斯凭借地缘优势和军事优势在北极地区实施了以军事硬实力建设为先导的威慑战略。这一战略的提出与实施,强化了俄在北极地区的力量存在,增加了同美国在北极地区乃至全球博弈的筹码,同时也改变着北极地区的地缘政治格局,加剧了北极地区的"军事化"。未来北极地区安全、秩序和治理形势存在新的变数。Russia has developed a comprehensive Arctic security strategy in the geopolitical game. This paper briefly analyzes the geopolitical applicability of the deterrence strategy in the Arctic region. It, then, analyzes the background and motivation of Russia＇s Arctic security strategy from a geopolitical perspective. Besides, it summarizes the implementation path of the Arctic security strategy from the perspective of military security. It holds that the Arctic region will become the primary direction of Russia＇s future national security. To ensure the safety of the Arctic will be the focus of Russia＇s Arctic strategy and national security. With geopolitical and military advantages in the Arctic region, Russia has implemented the deterrence strategy characterized by continuous building of military forces. The proposal and implementation of the strategy has strengthened its military power and increased the stakes in the game with the United States in the Arctic region. It also changes the geopolitical situation and exacerbates the militarization in the Arctic region. New uncertainties will emerge in the security, order and governance in the Arctic region in the future.
