摘　　要：土地利用伦理是人与土地利用关系在认知、态度、价值观、行为等多层面的客观反映,对其进行测度,有助于推进土地伦理观的提高,实现土地可持续利用。本文运用问卷调查法从理论知识、情感态度、价值观念、实践行为和人类之间关系五方面对北京市、山东省泰安市公众的土地利用伦理观进行测度。调查结果表明:(1)公众的土地利用伦理观水平偏低,平均分为60.3,且不同特征的社会主体土地利用伦理观水平差异明显;(2)土地利用伦理观各组成部分之间具有较强的协同作用,但实践行为严重滞后,亟待提高;(3)公众认为土地利用问题的解决主要依靠土地法律法规、每个人的努力、教育与宣传、行政手段等。研究建议通过电视电影、互联网等公众喜闻乐见的形式开展土地利用伦理教育与宣传,推行土地利用经济伦理、行政伦理、法律伦理,以增强全民保护土地的伦理道德意识。Land use ethics reflects the relationship between people and land use and spans cognition, attitudes, values and behavior. The evaluation of land use ethics helps to improve the level of land use ethics and land use sustainability. Based on previous studies we divided land use ethics into five components interacting with each other to form a multidimensional system： theoretical knowledge, emotion, value, practice and relationships between people. We evaluated public attitudes towards land use ethics in Beijing and Taian using questionnaire surveys to consider the current level of land use ethics and interaction among five aspects and to explore pathways for land use ethics construction. We found that the public land use ethics level is relatively low in our two study areas, of which the whole average score was 60.3, and there was a significant difference among various characteristics of social subjects. There was a strong synergistic effect between various components, however the public practice seriously lagged behind theory and needs to be urgently enhanced. The public believe that land laws and regulations, individual efforts, education and administrative means play important roles in addressing and solving land use problems. In order to realize sustainable land use it is necessary to improve moral consciousness through land use ethics education including television, film, the Internet and other media. Land use economic ethics, administrative ethics and law ethics also require attention.
