摘　　要：首先从公共交通发展的两大战略概念入手,指出公交都市和公交优先战略的异同之处,揭示"公交都市"和"公交优先"不同的战略角度和目标宗旨,然后深入分析公交都市战略的内涵和外延。最后,面向宏观战略层面、中观公共交通设施构建层面、微观精细化道路设计层面三方面提出"公交都市"战略性构建的策略及途径。Through analyzing the variation between the two strategies of public transport, the different strategic perspective and purpose between them is pointed out, and the connotation of strategic planning and construction of ＂The Transit Metropolis＂ is clarified. Then, deeper discussions are carried out on tactics and routes for the strategic planning and construction from perspectives of the macro strategy and the public transportation and the micro road designing.
