摘　　要：印美关系正在发生急剧的变化。两国关系已从冷战时期的"冷漠"迅速升温到当前的"全球战略伙伴关系"。印美两国都宣称,世界最大民主国家之间是"天然的盟国",在全球拥有共同利益和价值观。印度成为美国外交中除以色列之外"多予少取"的典型。在"全球战略伙伴关系"框架下,印美在军事与安全领域的合作突飞猛进。但是,两国抽象的共同利益和共同价值观并不总是能够转化为具体的合作,也并不总是能够为两国的合作提供正面的影响。印美两国战略定位与战略目标的交集并不多,导致两国防务合作在双边、地区事务和全球事务中的分歧仍很明显。理想的印美关系与两国关系的现实有着巨大的落差。目前,印美关系并不是盟国关系,短期内也不可能发展成为盟国关系。Dramatic changes are underway in the US- India relationship,as the frosty ties of the Cold War Period are rapidly warming to the 'Global Strategic Partnership'of today. Both states have declared that a 'natural alliance'exists between them as the world's two largest democracies,and on the basis of shared global interests and values. India has become a classical example of 'giving more and taking less ' in American diplomacy,second only to Israel. Under the framework of the Global Strategic Partnership,both military and security cooperation between the two states has advanced rapidly. However,shared interestsand values in the abstract cannot always be transformed into cooperation in practice,nor can they always positively influence cooperation between the two states. As the alignment of specific strategic interests and objectives remains limited,numerous differences of opinion have emerged in the defense cooperation between the two states at the bilateral,regional and global levels. There is a huge gap between the ideal type of India- U. S. relations and the reality of the relationship between the two states on the ground. At present,the two states cannot really be considered as allies,and an alliance is not likely to be forged between the two states over the short term.
