摘　　要：自有民族国家以来,人类命运就与超国家政治共同体捆绑在一起。超国家政治共同体是民族国家之间基于生命意志而结成的"有机生命体"。超国家政治共同体的演变是一个自然历史过程,经历了中古、近代、当代三个发展阶段,体现为单子共同体、依附共同体、交互共同体三种形态。在单子共同体为主导的时代,国家之间缺乏共御风险、合作共赢的机制安排,人类命运也处于无所依归的漂浮状态;在依附共同体为主导的时代,人类命运脆弱地捆绑在一起,部分国家享受安全承诺的同时,又给其他国家输出新的安全风险和不确定性;在交互共同体为主导的时代,各个国家同呼吸共命运,共同体成员间以"相互承认"为前提,"互相依靠"为基础,"共御风险"为保障,"共同发展"为目标,人类命运呈现和谐共生的美好愿景。现存国际共同体秩序具有典型的西方色彩、依附特征,这与多极化的发展方向背道而驰。构建"人类命运共同体"是21世纪筹划人类命运的唯一选择。人类命运共同体本质上属于交互共同体。人类命运共同体的自觉,缘于对现存共同体秩序的批判性反思,缘于民族国家对自身地位、身份和前途命运的重新体认,也是中国对完善全球治理体系而给出的"中国方案"。Ever since the dawn of the nation state,the human fate is tied with the supranational political community. Supranational political community is a living organisms which based on the will of life between nation states. The evolution of supranational political community is a process of natural history that has experienced the medieval,modern and contemporary three stages of development,and it embodied in three forms which are atom community,community of attachment and interactive community relatively. In the era dominated by atom community,countries lack of the mechanism arrangement about to resist risk and win-win cooperation,as a result,the human destiny also live in the state of floating; In the era dominated by community of attachment,human destiny vulnerable to bind together,some countries enjoy security commitments,at the same time,output a new security risk and uncertainty to other countries; In the era dominated by interactive community,each country have the same fate,the members of community on the premise of 'mutual recognition'and taking 'depend on each other'as the foundation,making 'royal risks together'as the guarantee,and taking 'common development'as the goal,present harmonious coexistence and beautiful vision of human destiny. The existing order of international community has the characteristics of typical western colors and attachment,which run counter to the development direction of multi-polarization. Build a community of human destiny is the only option for planning human destiny in the 21 st century. Human destiny community essentially belongs to the interactive community. The consciousness of human destiny community,is arising from the critical reflection on the existing community order,and due to the recognition of nation state about its own position,identity and future,this is also the 'China's plan'that provided by China to improve the global governance system.
