摘  要:从对转型升级和经营者业绩评价研究入手,系统研究了经营者业绩评价指标体系构建理论。基于转型升级发展政策,结合我国煤炭企业生产特征,从经济责任、环境责任、社会责任和经营者职业素养四个方面构建煤炭企业转型升级发展中经营者业绩评价指标体系,为转型升级发展中煤炭企业经营者绩效考评创造了前提条件。This paper started from the research per(ormance evaluation of the operators, studied the on the transformation and upgrading and the construction of performance evaluation index system systematically. Based on the upgrading development policies, combined with China's coal production characteristics, from the four aspects of economic responsibility, environmental re- sponsibility, social responsibility and professional accomplishment of operators, constructed the index system of performance evaluation for the development and transformation of coal enterpri- ses, created a prerequisite for the transformation and upgrading of coal enterprises in the develop- ment of performance evaluation.
