摘  要:结合盘江矿区煤矿瓦斯抽采利用"十三五"规划,采用安全经济学理论和采矿业生产安全性指标,建立评价模型,分析瓦斯抽采综合利用安全效益特征及安全直接经济效益。结果表明盘江矿区瓦斯抽采综合利用可以有效减小煤层瓦斯含量和瓦斯事故率;盘江矿区瓦斯抽采综合利用随着投入相应增加,瓦斯抽采量和伴生煤产量也相应增加,安全效益的直接经济效益明显,瓦斯抽采率和利用率达到相对较高水平后瓦斯抽采量将保持平稳,持续的安全投入将出现负效益;盘江矿区瓦斯抽采利用将有效提高煤矿企业的技术研发能力和安全生产环境水平以及采掘机械化水平,投资效益高,安全经济效益显著。Aiming at studying on comprehensive utilization and safety benefits of gas drain- age in panjiang mining area, this paper used safety economics theory and mining production safe- ty index to establish evaluation model and analyze comprehensive utilization safety benefits char- acteristics and direct economical benefits of gas drainage, combined with the 13th five-year plan of panjiang mining area gas drainage and utilization. The results showed that comprehensive utiliza- tion of gas drainage in panjiang mining area could effectively reduce the content of gas in coal seams and gas accident rate; with the increasing of related investment, the amount of gas drain- age and associated coal production also increased and the direct economic profits of safety benefits was apparent; when gas drainage rate and utilization rate reached the relatively high level, the drainage amount would be steady and the continued safety input would achieve negative benefits; comprehensive utilization of gas drainage in panjiang mining area could effectively enhance techni- cal development and research abilities and occupational safety environment and mechanization lev- el of coal mines, which essentially improve coal mine safety production level and financial safety profits.
