经济功能区管理体制存在问题及对策研究——基于舟山群岛新区所属各功能区的调查与思考

摘　　要：我国各类功能区主流的管理委员会体制面临着共性的问题。如其法律地位不确定,与所在地政府的关系难协调,与垂直管理部门的关系难理顺,自身管理难规范等。舟山群岛新区所属各功能区管理体制是我国功能区管理体制的一个缩影,除了上述共性问题外,还有其个性问题。鉴于我国功能区尚未形成成熟的管理体制,要想完全解决功能区面临的所有问题并不现实,我们应从舟山群岛新区的实际出发,在可能的范围内,解决一些具体问题,尽量从体制上去加以完善。The main system of various function district in our country is faced with some common problems, such as the uncertain legal status of administrative committee, the irreconcilable relationship between the administrative committee and local government, the irrational relationship between the administrative committee and vertical management department, and the poor standardization of administrative committee＇s own management, and so on. The management system of each function district of the Zhoushan Archipelago New Area is a microcosm of the management system of function district in our country. Apart from the problems in general with which our country＇ s function district system are faced, there are individual problems of their own In view of the fact that the current function districts have not yet formed mature management system in our country, so it is not realistic to completely solve all the problems faced by the function districts. We should proceed from the actual situation of Zhoushan Archipelago New Area, in the range possible, to set some specific problems right, and efforts are to be made to achieve the further improvement in the system.
