摘 要:为提升煤矿安全应急管理能力,减少事故的发生,高效应对突发事故,以及降低人员和财产损失构建了基于协同的煤矿安全应急管理系统。建立系统协同度评价模型(SCEMS模型),设计了包括4个层次35个指标的指标体系,通过计算得到黑龙江省区煤矿近五年的协同度,数值显示系统的协同度逐年提高,深入分析系统要素的变化,结合实际分析协同的薄弱环节,提出对策。In order to set up a coal mine safety and emergency management system,improve the capacity of emergency management,which is propitious to decrease accidents, efficiently react to unexpected disasters and reduce lives and property losses,the SCEMS model was established, the indicator system comprised 4 layers and 35 indicators. The synergetic degree in recent five year in Heilongjiang Province was calculated. The results show that the synergy degree is increasing year by year. According to analysis on the variation of system factors,weak links in the system were analyzed combining with actual conditions,and countermeasures were proposed.
