从全球创新指数看制约我国创新能力的关键因素

摘　　要：基于近3年来我国在全球创新指数(GII)上的排名分析,我国一方面创新能力整体上已经达到全球中上水平的层次,但另一方面又存在着十分突出的创新能力缺陷。具体来说,我国的创新制度环境明显不佳、创意产出明显不高、人力资本存在明显缺陷。针对制约我国创新能力的关键因素,系统地提出消除创新障碍、变创新阻碍因素为创新驱动因素的政策建议。This paper analyzed the national ranking of China in Global Innovation Index in nearest three years, and found that the innovation capacity of China, on the one hand, has reached a middle high level in the world overall, but on the other hand, has still possessed many obvious flaws. Specifically, the institutional environment for innovation in China is still poor; the creative output of the country is still low; Chinese human capital is still defective. And the corresponding policy recommendations to eliminate obstacles and drive innovation were put forward in the end.
