摘　　要：2016年举行的关于英国是否继续保持欧盟成员资格所举行的全民公决,既应当被置于1975年全民公决的背景之下,又应当更广泛地关联到英国代表制议会民主中全民公决的地位和价值。此种全民公决的动机和政治背景、全民公决组织程序中的一些机制问题也应受到理论关注。全民公决涉及成本与程序等一系列问题,而最终又不能够有效解决英国与欧盟之间存在的问题。The referendum on Britain's continued membership in the EU in 2016 should be placed in the context of the referendum in 1975 and more broadly linked to the status and value of the referendum on parliamentary democracy in the United Kingdom. The motives and political background of such a referendum,and some of the mechanisms in the referendum process should also be with theoretical concern. Referendum involves a series of issues such as cost and procedures,and ultimately cannot effectively solve the problems between the UK and the EU.
