摘　　要：船舶溢油造成海洋环境污染,随之而来船东将会面临多种索赔以及行政处罚。结合"阿提哥"轮案,从船舶溢油污染造成的海洋生态资源损害索赔及对污染船舶的行政罚款谈起,分析相关法律问题,阐述对相关立法的理解和建议。Following a ship-source oil pollution accident, the shipowner usually faces with claims of different natures brought by various claimants as well as administrative fines. This paper, by introducing a judgment regarding compensation for ocean ecological resources damage and the law regarding fines, analyzes and makes suggestion on relevant legal issues.
