摘　　要：通过对项目总控和造价总控的概述,介绍了水利工程造价总控的内容及任务,提出了基于动态控制思想的新型水利工程造价总控方法,解决了水利工程造价不易控制的问题。According to the survey of the program general control and cost general contrl,the paper introduces the contents and tasks of the general control over water conservancy projects,points out the new cost general control methods based on the dynamic control ideas,so as to solve the difficulties in controlling the cost of the projects.
