基于熵值法的开发区“产城融合”度评价指标体系研究

摘　　要：开发区在快速促进城市化的进程中,往往出现过度关注产业功能,忽视城市功能建设,出现严重的职住分离现象.这阻碍了开发区的转型升级,因此"产城融合"的发展对开发区意义重大.而之前的研究多关注"产城融合"的内涵和实现路径,缺乏对其的测度.因此,该文旨在建立适用于开发区的"产城融合"度评价体系.基于开发区"产城融合"的互动机制与影响因素,从产业功能和城市功能两个子系统分析,并用熵值法为各类评价指标赋权重,来评价特定地方产业功能系统和服务功能系统之间的耦合协调的变动情况.结果表明,熵值法能够较好地刻画昆山开发区"产城融合"情况,与昆山的实际情况相契合,即早期依托老县城发展,"产城融合"情况较好,但随着外来人口大规模涌入,昆山"产城融合"状况保持了平稳发展甚至有所下降.In the process of rapid urbanization, development zones often pay excessive attention to industrial functions,and ignore the construction of urban functions, which causes a serious job-housing imbalance and hinders the transformation and upgrading of development zones.The improvement of the ＂Integration of Industry and City＂ means a lot to development zones.Previous researches focus on the connotation and implementation path rather than the concrete measuring method.Therefore, the purpose of this paper is to establish the evaluation system of ＂Integration of Industry and City＂ for development zones.Based on the interaction mechanism and influencing factors of ＂Integration of Industry and City ＂, by analyzing the industrial function and the urban function,and using entropy method ,this paper gives the index objective a entropy weight to evaluate the change of coupling coordination between these two sub systems.The research shows that the entropy method can preferably depict the ＂Integration of Industry and City＂ of Kunshan,which corresponds with the actual situation.In the early stage,Kunshan relies on the old county to develop.Therefore,the condition of ＂Integration of Industry and City＂ is better.With the influx of migrant population,the condition of ＂Integration of Industry and City＂ maintains a steady development and even a little worse.
