建城戍边:新疆兵团城市如何建成“先进文化示范区”——兼论其对“一带一路”战略实施的意义

摘　　要："文化治疆"是重启"丝绸之路经济带"的优先和必要的战略选择。新疆建设兵团"建城戍边"、打造"先进文化示范区",既是这一战略的有力抓手,也是漫长"屯垦戍边"历史的最终形式。而要尽快建好兵团城市(群),就要明确发展创意城市的目标,并通过持续的改革、创新,完成这些城市的经济、社会、政治、文化制度的构建。＂ Governing Xinjiang by developing culture＂ is a preferential and necessary strategic option for re-opening the Silk Road Economic Belt. ＂Urbanization for safeguarding fron- tiers＂ and ＂demonstration area of advanced culture＂, which have been promoted by Xinjiang Pro- duction and Construction Corps （XPCC） , have become a powerful boost to the Silk Road strategy and represent the final form of the long history of ＂tunkenshubian＂ or ＂stationing troops to reclaim land and protect the borders＂. To build up its city group as soon as possible, XPCC should clarify the specific targets for developing creative cities and complete the construction of the economic, political, social and cultural institutions of those cities through continuous reform and an innovative approach.
