“产业碳锁定”的内涵、成因及其“解锁”政策——基于中国欠发达区域情景视角

摘　　要："产业碳锁定"作为一种特殊的"锁定"现象,具有典型的欠发达地区情景特征。在经济新常态下,中国欠发达地区的产业高碳化发展趋势与低碳化价值取向之间的矛盾愈加凸显,决策层面的"解锁"需求愈加紧迫。而现有研究主要集中在"碳锁定"这种泛化的议题下,难以有效解释特殊区域的差异性锁定问题。因此,有必要把技术层面的碳锁定理论延伸至区域和产业层面进行情景化研究。在对"产业碳锁定"的理论内涵界定基础上,分析其演化成因、发展过程及锁定结构,明确欠发达地区产业碳解锁的可能性及动力基础。进而按照阶段性解锁的设定目标,从价值元政策、基本政策和具体政策三个层面构建系统的解锁政策框架,以此来探索具有区域识别度的解锁路径。As a specific ＂lock- in＂ phenomenon, ＂Industry Carbon Lock- in＂ has typical characteristics in undeveloped areas. Under the economic new normal, the contradiction between the high carbonization development trend and the low carbon value orientation of the industry becomes more prominent in the underdeveloped areas in China, the ＂ unlock＂ demand in the decision - making level has got increasingly urgent. While the existing research mainly focused on the generalizing topic of ＂ carbon lock - in＂ , it is difficult to explain the differential locking problem of the special region. Therefore, it is necessary to extend the technology level of carbon lock theory to regional and industrial level for scene - researching. On the basis of defining the theoretical connotation of ＂ industrial carbon lock＂ , it analyzes the causes of the evolution, the development process and the lock structure, and determines the possibility and the power base of the industrial carbon unlock in the underdeveloped regions. Furthermore, according to the goal of setting the stage to unlock, from the value element policy, basic policies and specific policies to build a system of three levels to unlock the policy framework, in order to explore the area with the unlock path of regional identity.
