摘 要:军民融合是中国新常态下统筹国防建设与经济建设的重要战略选择,是兼顾军事领域、政治领域和经济领域的重大创举。构建军民融合发展与产业结构的相关理论模型,利用2007年~2014年中国30个省份的面板数据和两阶段系统GMM估计法,检验军民融合发展是否提升了地区产业结构,结果表明:从全国整体结果来看,军民融合发展有利于地区产业结构的提升,但也在一定程度上阻碍了产业结构的高级化进程,采用不同的稳健性检验方法也证实了这一结论;从分地区结果来看,强军民融合地区能显著提升该地区的整体产业结构,但对其产业结构高级化的不利影响也更大,而弱军民融合地区对整体产业结构的提升和高级化的影响均不显著。另外,政策时滞对军民融合提升产业结构的效果也会产生一定影响。Civil-military integration is an important national strategy for China’s overall economic development and national defense construction as a great pioneering work in the military,political and economic fields. This paper builds a theoretical model of civil-military integration and industrial structure,and then uses the panel data of China’s 30 provinces from 2007 to 2014 and two stage system GMM method to test whether the development of civil-military integration would improve regional industrial structure. It turns out that the development of civil-military integration is conducive to the improving of regional industrial structure,but hinders the advancement of industrial structure progress to a certain extent from the overall national results. At the same time,it also confirms this conclusion by using different robust test methods. From the point of view of the sub region,the strong civil-military integration areas can significantly improve the overall industrial structure,while the impact on the advancement of industrial structure is also greater,but the impact of the upgraing and advancement of industrial structure is not significant in the weak civil-military integration areas. In addition,this paper also finds that policy time lag has an impact on the effect of civil-military integration on the improving of industrial structure.
