群岛型森林城市建设策略研究——以浙江舟山市为例

摘　　要：文章立足群岛的特点,从整体性与异质性2个层面,解析了舟山群岛森林城市建设的本底条件特点,即空间格局的关联性、原生环境的脆弱性、原生资源的珍稀性、岛屿景观的丰富性,以及人文风情的独特性。在此基础上,基于群岛型森林城市与其他类型森林城市的建设条件的对比启示,以及国内外海岛城市生态建设的经验启示,形成了"保护优先、保护与发展兼顾、保护与提升结合"的建设策略和对应于该建设策略的具体对策:一是针对群岛生态环境的脆弱性,森林城市建设中优先保护现有生态资产;二是立足群岛天然环境,森林城市建设中发展高端休闲康养产业;三是海岛渔村绿化美化建设与民宿旅游相结合,森林城市建设中重点建设海岛风情生态社区;四是加强岛屿绿道网络的互联互通,森林城市建设中注重群岛内绿道慢行串联;五是把握不同岛屿的生态景观风貌格调,森林城市建设中注重塑造主题鲜明的特色离岛;六是针对群岛土地资源稀缺的客观性,森林城市建设中创新生态建设的灵活机制和模式。This paper analyzed the empirical conditions for Zhoushan Islet to be constructed as the archipelago forest city from homogeneous and heterogeneous levels based on the characteristics of the islet,including relevance of spatial pattern,vulnerability of native environment,rarity of native resources,richness of islet landscape and uniqueness of culture. With the eyes on these conditions,the paper came up with the strategy of＂conservation as the priority,the compatibility of conservation with development and combination of conservation with the improvement＂based on the comparative inspiration between archipelago forest cities and other types of forest cities as well as the experiences of islet ecological urban construction at home and abroad. experience and inspiration of other forest city and ecological islands city had been list out,then the strategy that was for Zhoushan city put forward. The specific measures to implement the strategy include：（1） Priority should be given to the protection of exiting ecological assets in forest city construction with the view to addressing the vulnerability of the archipelago ecological environment;（2） The focusshould be put on the up-marketed leisure and healthy industry in the forest city construction,taking advantage of the natural environment in the islet;（3） The emphasis should be placed on the construction of islet ecological community in the urban forest construction by combining local-life-experienced tourism with village greening and beautification;（4） The connectivity should be strengthened among the green road network in the islet with the focus on the interconnection of traffic network and greenway series;（5） The attention should be placed on the featured off islet with distinct themes with the eyes to the ecological landscape at different islands;（6） Exploration should be made to innovate the flexible regimes and models in the forest city construction based on the precondition that the land resources are scarce in the islet.
