摘 要:研究目的:为促进土地整治项目信息及时反馈,梳理土地整治项目综合监测指标体系,以期为监管部门提高管理水平提供依据。研究方法:GIS地学分析、Fragstats景观分析等。研究结果:从土地整治项目实施、项目区土地利用及土地整治效果三个层面设计综合监测指标体系,包括10个子准则层指标、22个指标层指标。研究结论:研究设计的土地整治项目综合监测指标体系及其获取方法,对于规范土地整治项目实施、促进预期目标实现、提升项目管理水平具有重大意义。The purpose of this paper is to promote the timely feedback of land consolidation pro- ject information, combing evaluation system of comprehensive monitoring, in hopes of providing basis for regulators to promote management level. The method applied is GIS analysis, Fragstats landscape analysis and so on. The results show that the comprehensive monitoring index system can be constructed by three aspects, which are the implementation of land consolidation project, land use in the pro- ject area and the effect of land consolidation project. It consists of 10 sub-criterion level indicators and 22 index layers indicators. It is concluded that the designed comprehensive monitoring index system and the combined system engineering approach of land consolidation, which are of great significance to regulate land consolidation implementation, promote the expected goals and enhance the level of project management.
