摘　　要：指出现代信息化条件下的局部战争对后勤运输保障的要求越来越高,如何利用部队和民用汽车运力完成繁重的后勤运输保障任务和快速的兵力投送任务是目前各国都在研究的问题。结合我国民用汽车运力征用的现有情况,在综合和借鉴国外民用汽车运力征用办法的基础上,阐述了我国民用汽车运力的构成和特点,论述了民用汽车运力的使用原则、要求和办法,以及对民用汽车运力的管理。In this paper, in connection with the current situation of the transportation capability mobiles of the civil automobiles in China and based on the comprehensive reference to the methods for the mobilization of civil automobile transportation powers in foreign states, we illustrated the composition and characteristics of the civil automobile transportation capacity in China, illustrated the principle, requirement and method for the utilization of the civil automobile transportation capability and the system for its management.
