摘  要:结合城市规划、城市功能区布局、公共设施区位理论与UGIS技术,对临汾市中心城区的地震应急避难(险)场所进行可达性、受灾人口预测分析,综合选取7个因子构成评价体系,对应急避难(险)场所责任区进行合理科学的区划和承载力进行评估,用城市地理信息系统(UGIS)技术中最大覆盖模型进行真实模拟与优化布局研究.结果表明,规划A区、规划B区和规划C区应当按照国家建设标准进行补点规划,并提出将平阳广场和华门尧庙广场建成国家Ⅲ级避难场所标准的建议,以期对临汾市相关职能部门制定应急保障方案提供参考.The article analyzes the accessibility and the disaster-hit people forecast of Linfen downtown earthquake emergency shelter according to the urban planning,function area layout,the theory of communal facilities location and the UGIS technology.It divides reasonably and scientifically the emergency earthquake shelter areas and evaluates their bearing capacity by comprehensively selecting 7factors to form the evaluation system and ultimately studies the realistic simulation and optimized layout by applying the maximum covering location model of UGIS technology.The result shows that planning areas A,B,and C should be planned with additional points according to national construction standard.It also suggests that the Pingyang Square and square of Yao Temple-Hua Gate be built based on level Ⅲ of national shelter building standards to provide reference for the formulation of emergency security plan of relative department in Linfen.
