新常态下西藏能源市场的监管实践与政策研究

摘　　要：当前,我国的社会经济增速正在从高速增长步入中高速的新常态。能源在西藏社会经济发展中起着不可替代的作用。随着西藏社会经济进入全面深化改革的关键时期,能源市场监管领域也掀起了新一轮的改革。在西藏经济社会发展步入新常态的背景下,进一步增强西藏能源市场监督管理的有效性及针对性,有助于西藏社会经济"稳增长,调结构"战略的实现。当前,西藏能源市场监管存在市场化改革力度不足、事后评估机制缺失、地方性法规与规章滞后、终端消费者权益保障缺乏等深层次问题。新常态下的西藏能源市场监管需要重点抓好四大工作:加强西藏能源市场监管的顶层设计,推动能源市场监管体制创新;加强能源市场化环节的监管,确保垄断环节的公开和公平;完善能源市场的监管立法,助推能源结构的优化升级;加强能源市场价格监管,最大限度地保障消费者的权益。China＇s social and economic growth is gradually slowing down, and regulations of energy market have also start- ed a new round of revolution. Under the background of the New Normal, to further strengthen regulatory and supervisory effectiveness and pertinence of Tibetan energy market is beneficial to realize the ＂steady increase, structural adjustment＂ strat- egy of Tibetan economy. Currently, there exist some deep-rooted problems in Tibetan energy regulation, such as insufficient market-oriented reform, lack of post-assessment mechanism, lagging behind of local laws and regulations and deficiency of terminal consumer rights and interests protection. Tibetan energy market regulations in the New Normal must put emphasis on the following aspects： to strengthen the top-level design, to promote innovation of energy regulation system, to improve regulatory legislation of energy market, to optimize and upgrade energy structure, and to enhance price supervision of energy market in order to ensure consumer rights and interests.
