湖南省农民专业合作社内部治理的优化研究

摘　　要：随着农民专业合作社规模的扩大,其内部治理方面的问题日益突出。文章通过湖南省农民专业合作社治理现状的调查和分析,发现大部分合作社存在着治理机制不健全、决策机制不完善、监督机制弱化、激励机制缺乏等问题,主要是由于成员综合素质不高、合作社异质性的存在、盈利能力不强、外部环境不理想等原因引起的,进而从决策、监督、经营、激励、利益分配、政策保障这六个方面提出了优化建议。With the expansion of the scale of farmers＇ professional cooperatives, the problem of internal governance has become more and more prominent. In this paper, through the investigation and the analysis of the status quo of governance of farmer cooperatives in Hunan Province, we found that most existing cooperative governance mechanism is not perfect, including the imperfect decision-making mechanism, the weakening of the supervision mechanism, the lack of incentive mechanism and other issues, which mainly due to the reason that the comprehensive quality of people is not high, cooperative heterogeneity, and weak profitability caused by external environ- ment. The idealized approach for improvement, in the final analysis, from the six aspects of the decision-making, supervision, manage- ment, incentives, distribution of interests, and security policy, are put forward to optimize them.
