摘　　要：随着工业和服务业用水需求的日益增加,水资源在部门间的结构性短缺矛盾日益显现。推动水资源产业间流转,实现水资源配置的帕累托最优是我国经济社会发展中必须解决的重要问题。通过对农业水资源流转的动力分析发现,农业节水可以促进水资源的合理配置,推动地区产业的优化与发展。从农业水价改革和水权交易的视角设计了基于节水激励的农业水资源流转模式,对促使农民主动采取节水措施、实现农业余水的有效流转、推动地区产业的协调发展具有重要的现实意义。With the increasing demand of water for industry and service industry, the structural shortage of water resources in the sector becomes increasingly apparent. To promote the transfer of water resources between industries, to achieve the optimal allocation of water resources in China＇s economic and social development in the important issues which must be addressed in the Pareto. Through the dynamic analysis of agricultural water resources, it can be found that agricultural water saving can promote the rational allocation of water resources, and promote the optimization of regional industrial development. This paper from the perspective of reform of agricultural water price and water rights trading designs the water-saving incentives of agricultural water resource circulation mode based on prompted farmers to take the initiative to take water-saving measures, realize the effective circulation of residual water in agriculture, promote the coordinated development of regional industry has an important role in the reality.
