中国药品流通绩效的实证研究——基于384家药品流通企业的样本数据

摘　　要：降低药品流通成本、提高药品流通绩效是当前新医改和医药产业发展的关键所在。依托SCP范式理论和384家药品流通企业的数据对药品流通市场运营绩效进行实证分析,研究发现:流通纵向竞争关系中的多环节、长渠道制约着流通绩效的提升;流通横向竞争关系中各个流通环节缺乏竞争性导致了流通的低绩效;企业的信息化水平和内部激励机制与流通绩效呈显著正相关。据此,在新一轮医改中应该提升药品流通产业集中度,加速行业整合,压缩流通环节。同时积极推进"医药分离",增强流通环节的竞争性,在药品价格形成中凸显市场机制的调节作用,规范和完善招标采购制度来减少流通环节。也应注重企业的信息化建设和激励机制的完善等以提升药品流通绩效。Reducing the drug circulation cost and improving the drug circulation performance are the keys to the development of the new health care reform and medical industry. Based on the SCP paradigm theory and data from 384 medicine circulation enterprises, authors carried on the empirical analysis on medicine circulation market operating performance, the study found that many link and long channel of vertical circulation competition relations restricted the flow performance ascension, lack of competition in various circulation links of flow horizontal competition relations led to the current low performance. Enterprises＂ informationization level and internal incentive mechanism were significantly positively related to the flow performance. Accordingly, in the new round of reform, we should promote the medicine circulation industry concentration, speed pp industry consolidation, compress circulation link, at the same time actively promote ＂medicine separation＂, strengthen the competition of circulation link, highlight the regulation of market mechanism in drug prices, specify and improve the system of bidding procurement to reduce circulation link. Also should pay attention to enterprises＂ information construction and the improvement of incentive mechanism to enhance the performance of drug circulation.
