档案信息资源国家控制力立法保障体系构建研究

摘　　要：对档案信息资源国家控制力作出基本界定,指出法律手段是保障和提升档案信息资源国家控制力的基础手段,并从法律、行政法规、地方性法规及规章四个立法层次上分析我国档案信息资源国家控制力基础立法、信息安全、档案职业、开发利用等方面的立法保障所存在的问题,进而探讨了我国档案信息资源国家控制力立法保障体系构建的基本内容。This article makes a basic definition for state control of the archival information resources, points out that legal method is the fundamental method to secure and improve the national control of the archival information resources, and analyzes the problems of legislation guarantee on basic law, information security, archival career, development and utilization from the following four legislative levels： laws, administrative regulations, local decrees and administrative rules, then probes into the basic contents of construction of legislation guarantee system for the state control of archival information resources.
