摘  要:多元主体协同推进是有效提升政府购买公共体育服务水平的重要发力点。以江苏省常州市为例,对政府购买公共体育服务中多元主体间的定位与分工进行了剖析,揭示了其多元主体协同提升效率的同时导致的低效状况发生;责任模糊和问责困境;公共伦理缺失;独立性遭到腐蚀等一系列阻碍政府购买公共体育服务健康发展的窘状所在,藉此从综合购买能力的全面提升;公共体育服务的有效供给;需求与反馈机制的健全;评估机制的不断完善等角度提出政府购买公共体育服务的多元主体协同推进策略,以期为完善政府购买公共体育服务制度提供启示与借鉴。Multiple subjects collaboration is an important force to promote the level for government purchasing public sports services. With Changzhou City as an example,it analyzed the location and division of the multiple subjects in the government purchase of public sports services,and revealed the existing problems to hinder the healthy development of the government’s purchase of public sports services,such as the inefficiency of the multiple subjects resulting from the promotion efficiency; the blurred responsibility and the dilemma of accountability; the lack of public ethics; and the erosion of independence. From the perspective view of four aspects as the overall comprehensive improvement of public sports services; the effective supply of public sports service; the soundness of demand and feedback mechanism; and the evaluation mechanism of continuous improvement,it put forward the strategy of multiple subjects cooperation promotion of the government purchasing public sports services,so as to provide an inspiration or reference for improving the system of government purchasing public sports services.
