摘　　要：立足于风险社会的理论研究,将现代社会风险划分为技术风险、制度风险与文化风险。生态移民作为一项涉及移民规划、移民社区服务和移民社会适应的系统工程,在某种程度上实现了与风险社会诸维度的耦合。从现代社会风险规避的角度看,生态移民社区治理需要在移民规划方面实现技术升级和科学设计;在移民社区服务方面实现政府职能转变和多元协同;在移民社会适应方面要培养民众合作意识,进行赋权和增能。最终达成生态移民社会治理和风险应对的技术规避、制度保障和文化维系。Based on theoretic research of risk society,risks of modern society are divided into technical risks,system risks and cultural risks.Eco-migration is a system projection concerning migration plan-ning,service of migration communities and adaptation of migration society;and this,to some extent, will realize the coupling of dimensions of risk society.From the perspective of risk avoidance in mod-ern society,the administration of eco-migration communities needs the realization of technical upda-ting and scientific design of migration planning：realizing changes of governments＇functions and multi-lateral coordination in the service of migration communities,and building people＇s cooperation aware-ness,granting rights and improving their abilities in terms of the administration of eco-migration com-munities.The ultimate goal is to realize technical avoidance,system guarantee and cultural maintai-ning of social administration and risks handling concerning eco-migration.
