摘 要:通过对近年广东省河道管理范围内建设项目防洪评价报告技术审查工作,探讨防洪评价工作中值得注意的几个问题,为今后类似工作提供参考:1项目业主在选址阶段就应充分考虑建设项目对河道行洪的影响,宜尽早征求水利部门意见,及时开展防洪评价工作;2桥墩顺水流方向轴线与洪水流向的交角、阻水比、跨堤梁底净空、桥墩与堤防的位置关系、承台顶高程等主要参数的把握及解决办法;3防洪评价单位应扎实基础工作,依法依规、客观地进行评价,从而指导工程方案设计;4项目建设地点是可选择的,设计方案也是可调整的,但河道行洪断面是唯一的,一经占用,几乎是不可逆转的,因此,应珍惜河道,保护河道,共同维护河势稳定、保证河道行洪畅通。According to the work summary of technical review about flood control assessment report in project construction within the management scope of river in Guangdong Province in recent years, several issues related to flood control assessment are discussed, which will provide valuable reference to similar work in the future. Firstly, project owner should fully consider the influence of construction projects for flood discharge in river courses on the sitting stage, and should solicit opinions from the water conservancy department as early as possible for carrying out the work of flood control assessment in time. Secondly, the method to control the key parameters is proposed, such as area block-water ratio, the angle between pier axis and the flow of water, vertical clearance from levee crown to beam bottom, relative positions between bridge piers and embankment, and the elevation of pile cap. Thirdly, flood control assessment company should objectively carry out the evaluation according to relevant laws and regulations, so as to guide the engineering design. Finally, project construction site is optional, design scheme is also adjustable, but flood discharge in river section is the only, once occupied almost is irreversible. Therefore, what should do is that to cherish and protect the river, maintain the stability of river regime, and ensure smooth flood discharge in river courses.
